Mercury does not wet glass because (force of) cohesion/attraction of mercury molecules is greater than (force of) adhesion/attraction between glass and mercury molecules. Water wets glass because (force of) adhesion/attraction between glass and water molecules is greater than (force of) cohesion/attraction of water molecules.
